Giving people a false sense of security with these useless laws actually just makes government facial recognition in the city more useful. And it will be done, regardless of what the law says. The real way to solve the issue of no privacy isn't to try and legislate privacy. It's to make counter-measures entirely legal and to give the public full transparency with regards to what data is being collect and how the data is being used. This allows the public to decide what they want to do about it. The NSA and CIA would never allow for this full transparency but that's what the public should be pushing for. At the very least, the general idea of what they're doing even if their specific capabilities (can they ID through facial recognition preventing camouflage and special glasses designed to mess up ID software etc...) aren't revealed.
