I always thought that once a sufficient number of automation has been achieved, companies will be forced to pay a robot tax and with this robot tax is used to fund universal basic income.

This is bound to happen in traffic. A driverless car can react at least 10 times faster then a driver. In the case of an emergency stop during rush hour on a freeway in stop and go conditions the driverless car will stop several 10ths of a second before the driver behind it can react. There have been a few examples of this already.
