too poor to pay for art? What does that mean? Like commissions? just draw, its free. You can do it with anything, pencils and paper can be found pretty much everywhere, if you don't have those then you can just draw with a stick of charcoal on the side of the road, and if you don't have that then you can draw in the dust. If you already have the resources for a computer or smartphone that can generate an AI image, you can draw. There's no point to ai when you can do it yourself and have it come out so much better.
