@101stub as I recall, that was not what he was talking about. He mentioned the political ramifications, and yes they are significant. But he was talking about the technical difficulty, and when you talk about going from mostly autonomous to fully autonomous, just removing the human element, it is trivial. So trivial I could easily see semi-autonomous weapons being designed with a software switch from the outset to turn off the semi part.
