By that logic, human brains do not lie. We are essentially biological neural networks firing electrochemical signals across synapses based on previous reinforcement and training data (life experience). It is all just physics and chemistry executing a state change. Yet we do not describe human deception by referencing the firing rates of neurons in the prefrontal cortex; we describe the emergent behavior.
The utility of using human terms like hallucination or lying is not to describe the mechanical process or the substrate, but to describe the output's relationship to the truth. If we insist on only describing the mechanism, we lose the functional language needed to interact with the entity. Whether the false statement comes from a probability distribution in a hyperdimensional plane or a biological process, the functional result for the user is the same, and the abstraction remains useful for describing that experience. Anthropomorphizing serves a purpose.
