Well it is not explicitly said the ai did become sentient. It is even shown how the drones are deployed by human technicians.
So the issue is not some sentient ai. It is that no steering, no connection is needed. You can load up the target profiles in some basement weeks or even months in advance. Deposit the drones on a roof in a city and once a certain date has come, they start following their instructions. The real killers would be much more difficult to track down compared to a classic assassination or remote controlled drone.
