Just like in the movie, someone heading up "predictive policing" is actually the criminal. It's not that hard to predict. You can't lawfully arrest someone who hasn't committed a crime and harassing them counts as a crime by the police. I'm so tempted to say, bet he didn't see that coming. You'd have to be incompetent not able to see it.
