Sure, why wouldn't it be? Pain is not intrinsically bad; it's simply a feedback mechanism between our nerves and our 'mind', produced when stimuli that the body considers to be harmful is experienced. Our minds are what make pain into the suffering you are talking about. Giving them some sort of negative feedback when they are experiencing a potentially harmful stimuli is probably a very good thing when trying to engender some sense of self preservation into any sort of embodied AI.
