He never explained why AI can’t understand. Most scientists don’t believe in free will; they think all thoughts and beliefs are pre-determined by blind, indifferent, irrational forces, and yet you never hear them claiming that humans lack understanding. So why would AI be any different? Yes it’s thought process is pre-determined, that is, it’s not an independent causal ground for its judgement about the information it’s processing, but according to neuroscientists humans are not either. Understanding simply means you grasp things like meaning, truth, sensibility, etc, and being pre-determined simply has nothing to do with whether that is occurring.
