I still feel as though AI will be able to do all of that pretty soon. Debugging will happen as the software is used and problems are reported by users. Any new feature request can be integrated. All it takes is for the AI to look up a knowledge table of what your describing and comprehend it, then it can add that feature in.
AI is a relatively new problem that we're solving. As we begin to define what actual cognitive work is being done by the programmer, we will better understand how to engineer it.
