How I wish this was speculative AI. Read Stephen Kinzer's book 'Poisoner in Chief: Sidney Gottlieb and the CIA Search for Mind Control' pub. Henry Holt 2019 for an example of the similar, pig-ignorant, crass belief in technology bereft of ethical constraints, which happened... waaaay back in 1954. And we have learnt NOTHING from it.
