Regarding @10:59, The effect of imposing limits on all AI except military AI will be to channel development interest into military AI, focusing the intellectual resources of the best and brightest developers of AI into developing military AI applications, disadvantaging development of AI in every other sector where it could serve humanity. Whether or not this is a wise strategy, whether it is a disadvantage or an advantage is again, a question as difficult to answer as any question regarding the future impact of AI on humanity in my estimation.
