We don’t live in the Middle Ages anymore - so when something “new” gets into public domain it needs to be assessed and possible laws and/or regulations must be set accordingly.
AI is actually not new, but with the immense potential of it to change the world as we know it, surely no country should be ignorant about the subject.
Big tech developers have already shown their disregard for ethics by firing ethics staff, by key AI developers leaving them and telling the risks of the unhinged race between the competitors.
It was about time that a public organ addressed this development and laid out some basics for AI development.
