EVERYTHING a robot is is within its programing. By "become smarter" he means it can recall things stored in memory and uses algorithms to apply acquired "memories". If killing and destruction are never programmed as possible outputs then they won't happen...These scientists didn't grow up totally oblivious to the science fiction. They know what they're doing.
