When a driverless truck kills some one does anyone go to prison? Probably not, just a big fine a bit of compensation for the dead person(s) family. If one malfunctions it could mow down dozens of folk. And before you say they will be fail safe and billions of dollars have been used in research, then you're forgetting the shuttle disaster, to name just one example.
