HR's job is to prevent lawsuits. The reason that there's a separate department for the hiring and the firing is that they've been trained to do so in ways that doesn't get the company fined for discrimination or harassment. The paperwork exists so that if there's a complaint the lawyers have something to fall back on. Automating away HR leaves companies vulnerable to lawsuits. The ones that are doing so probably decided that it was cheaper to automate things and pay the resulting fines/settlements when the automation discriminates or ignores harassment.
