I'm two ways about it. Mass surveillance via facial recognition is just unethical. But facial recognition in some contexts is quite useful. For example, development of robots/androids with intelligence would undoubtedly require facial recognition capability, if we want them to interact with humans.

Nuclear warheads can be tracked, it worked during the Cold War. AIs in drones is impossible to track or enforce, but this is most likely a mutual accord that will mostly hamper the efforts of smaller countries while leaving the US and China capable of experimenting with AI in drones in secret.
