There are a lot longer stretches in the US and less developed areas. We are supposed to give pedestrians right-of-way. Do you know how boring highways in the states would be if people had to ensure they could stop within the distance they can see? You are never going to get people to drive that slowly. No one expects this sort of thing on these kinds of highways because people don't usually cross them at all and especially not at snail-pace. John, the alternative to not finding the pedestrian at fault is to penalize the driver, in a self-driving uber. That does not seem like the solution.
