An overturned truck is a stationary object. If you can't react fast enough to avoid a stationary object then you're driving too fast. It's a mistake people can make but you absolutely wouldn't expect a self driving car to drive at a speed whose stopping distance exceeds the distance where it can detect obstacles.
The accident also would have been avoided if the car used lidar rather than rely solely on cameras which fail to detect objects in poor lighting conditions. The choice not to include lidar in cars where they charge thousands for the self driving add on is just corporate greed. They could make self driving safer with more sensors but choose not to because it will affect the bottom line.
