When you look at the details of how it happened, a human driver would've killed that cat in the same way. Cat ran under the car while the Waymo was doing a drop-off (parked). The only way it would've been prevented is if there were sensors underneath the car.
No one is checking under their car for a cat before driving away from a parked position 100% of the time. Cats like hiding under cars. Who expects a cat to be under their car every time they hop into it?
