IMO the government should be getting in early to encourage development. Fund the DOT to improve public infrastructure datasets, put gps repeaters in tunnels and dense cities, put up machine-visible signage and markers, mandate and facilitate more data sharing between self driving cars. Give tax breaks for vehicles that have transponders.
If your bike has a $10 transmitter that says "motorcycle, 65 mph, braking at .8g, directy in front of you" (not even anything identifying or trackable!) Then no car even needs cameras or radar to avoid hitting you! We could already have emergency braking that can identify other vehicles perfectly in the middle of a *blizzard*, but only once cars start to actually actively provide information that a machine can understand, instead of trying to make cars think and see like people.
