Ofc, this is just tool. Photoshop also can't create an art, this is just an software. Art created by a person, and this is an Idea. If person spend days and weeks on writing an a concept of character and every details of it, and then use as tool AI to generate raw resloutn that after ve polished by hand, I guess it is an art since it has an Idea.
