I would imagine, only fully autonomous level 5 cars, would be allowed not to have a licenced driver attending at all times to the road. At that time, accident investigators will be able to tell, when an AI vehicle, has control, and when a human is supposed to be in control. The vehicles, will all have the equivalent of an aircraft black box...
