No it is exactly what it says. They are gathering the data needed to solve self driving. They are telling drivers their system is level 2, and requires their attention at all times. even nagging the driver if it detects them not paying attention. The product is safe if used correctly, and within it's limitations.
V13 is taking self driving to another level. Tesla are on the cusp of solving true autonomy. It will make our roads far safer.
