If that person with the eidetic memory charges people money to recite copyright protected works, then yes they are infringing on that copyright. Because they are now selling a service which relies on the intellectual property of others in order to generate revenue
ChatGPT and its competitors are commerical products which generate profit for their companies derived from the copyright protected works of countless individuals and other companies/corporations, without any exchange of permission or compensation.
