No, all software is not AI. Most software, including the lowly spell checker, consists of predetermined algorithms that perform functions in a fixed manner. The algorithms have predictable behaviors.
In contrast, as Sam Altman has confirmed, AI algorithms are data driven and the output is not predictable. The "decisions" are based on probability instead of a set of fixed algorithms which merely look up data and follow branching logic based on the results.
