Nobody's work is being stolen in any case. In fact, most AI tools CANNOT recreate another persons work anywhere close to where someone who knows the original can't easily tell the difference; and while _style_ can be emulated well with AI, traditional artists borrow from other styles all the time (style cannot be copywrited).
If I take a picture of various works online, study them and in creating my own image my mind utilizes the memory of all the things I've seen when creating my own image - does that constitute theft?
If you think it does and you were in charge, you would have to fire 99% of the artists on the planet lol.
As for your splatter painting analogy, if, in the future, a musician were to perform without instruments by using a neuralink device to beam the orchestra they are creating in their mind directly to speakers, would you say they are no longer a musician?

What about a freestyle rap-artist who has a natural talent for making up rhymes off the top of their head?

(If a genius chef who, by all means, is considered an ARTIST - but then you find out there was a RAT named REMY under his hat, whispering him and guiding him on what to do, would you consider the RAT the Chef, or the man following his instructions???).

The question isn't whether or not spending hours meticulously crafting something makes something special (well, that depends on how good you are at it, who likes it, etc. If you take a month to painstakingly craft something that nobody likes, would you call that a win?). The question is about what makes something 'ART'.
While any chump can type out a prompt and get a cool image (which I wouldn't constitute as 'ART', those who work using AI tools [however easy or hard it may be for them) - I'd like to see you take a vision and make AI actually nail it exactly as it's in your mind.
Art is about the vision and expression, NOT how hard you work to make it happen - but THAT has it's own merit as well.
