I think it makes sense if you consider that this is specifically a product safety regulation for AI products. Banning social scoring outright is not really in the scope of this act, but banning the use of AI systems for that purpose is. I'm no expert on EU law at all, but I can imagine that there might already be a law against social scoring in general.
