Ironically, you could use Gödel’s incompleteness theorem to argue the opposite of what Penrose claims. If a human mind can be seen as a formal system (with all the limitations that implies), then a more powerful system — say, a sufficiently advanced AI trained on the full corpus of human knowledge and behavior — could emulate that human's reasoning, including their limitations.
Just as Gödel showed that stronger systems can observe the limits of weaker ones, an AI doesn't have to be "more conscious" than humans — just sufficiently general to represent and simulate a wide range of human cognition. Even if it couldn’t emulate the smartest possible human, it could emulate anyone less than that, which is still incredibly powerful. And with access to a massive dataset of human behavior, AI can interpolate and generalize from a collective cognitive “dataset” much larger than any single mind.
So rather than proving AI can’t understand things, Gödel's theorem could support the idea that understanding is always relative to the expressive power of a system — and there’s no reason to think the human mind is the final word in that hierarchy.
