We are definitely programming them. Training a neural network can be opaque which is why people talk about a black box but everything from the general framework to the training data to the eventual evaluation and tuning of the model's output is done through human labor. In fact there are massive workforces in third world countries who do nothing but those things as subcontractors to big AI labs. The fact that Open AI and the rest of the gang has fooled you into believing they're not doing these things by human labor is just propaganda.
