Because these stop signs aren't marked on maps, and they can look different depending on the bus and the lighting? Many human drivers also drive by stopped school buses with their stop signs out. The Waymos must be trained with each type of school bus (if their stop signs look significantly different), so this skill is one that requires lots of training data, and it still likely still won't be perfect. A more realistic goal is about the same or marginally better than human drivers. Don't forget, the Waymos didn't hit any school children from the buses. Instead, the Waymos just failed to stop. Waymo has already implemented a significant fix.
