It's hard to say if he's just using what is essentially shorthand or not. He says AI "understands" humour. Does he believe that it has a sense of humour, or does he mean it has a statistical model of what sequence of words might get a "This is funny" +1 response from a human? His comment that you can't program something to write a poem is also odd.
Of course, your point that it might not be coming up with anything, just spitting back something a human has written at some point on the internet, is incredibly relevant to analyzing whether it can actually *do* anything. That's why people call it fancy autocomplete.
