Well, I don't know, maybe EU regulates because, then, companies have a much harder time exploiting its users data ? Also, the regulation doesn't want to ban or limit ChatGPT or other AIs like Midjourney, it want to make it transparant, so the user can see what is used of its data, and for artists to be able to claim the art on which an AI production is made, to get a compensation (at least that's what I understood).
