Now that I think about it, autonomous police robots could REALLY be bad during a popular uprising that becomes large enough to instill real fear and desperation in the ruling elite. History shows that such uprisings often turn (if they turn) on the state's domestic police eventually refusing to carry out truly deadly measures against their brothers and sisters. Switching sides like this requires the members of the police to have a conscience. Robots do not have such a conscience. They will do whatever the ruling class programs them to do.
