It seems like Open-AI primarily released GPT to the public BECAUSE they're worried about what other companies and governments might do with their own versions of the technology behind closed doors, without any regulation or understanding from the public. So, in some ways, we're really lucky to have this company be the one that "got there first" (if indeed they did). However, it is also possible that the reaction might be to try to shut down or highly regulate the publically-accessible versions of GPT/Bard/etc, and then behind-the-scenes, private versions are used for all the nefarious and questionable things anyway. So, it might not even really matter. Time will tell.
