You misunderstood - he's talking about developer costs not end-user costs. He is saying it's going to be very expensive for AI developers to keep up in the AI race for dominance, which will knock some developers out of the competition. The main costs are hardware, power & data most of all - getting good reliable data is hard & getting harder all the time. He is wrong only in his belief in LLMs - they will not produce AGI, ever.
