I agree with your sentiment, but no he is not "literally" committing plagiarism. He's also not "literally" stealing peoples art.
In both cases, to make your claim valid, you'd have to point to the victim he is plagiarizing, and the actual work he is taking away. He might have done something immoral, but right now you're accusing him of things he didn't literally do.
I see how AI art can be immoral. It's just that the words we use as a society around intellectual property up until today don't work in this context. We need to invent new words for this.
