The intention of "Fair Use" was also specifically for things that did not seek to replace or directly compete with the source they used.
If I draw some Sonic or Nintendo fan art from time to time, I am no threat to any corporation, franchise or individual, my fan art does not affect their bottom line.
AI generation on the other hand, is literally the exact opposite of "fair use" because replacing and competing with the source is the whole point.
