yep when the car slows itself down it doesn't turn the brake lights on. they teach us a work around on this in the basic motorcycle course that even if you are just decelerating using engine braking always just barely tap your brake lever so that the light comes on. Tesla should definitely automatically have the brake lights come on anytime the vehicle is decelerating.
