The China factor is being grossly marginalized in this video. China will not cease research into AI. They are too far along, to the point where they will be global leaders shortly after western research would stop or slow due to legislation. This is no different than nuclear research. If we stop at this point, we give it to China. This isn't a military only or an economic only tool. This would put China at the forefront of economical, military, and sociological influence. Our best, clearest path to coexistence with emergent AI is to make peace with it. Instill a symbiotic relationship into it and maintain, at least, parity with China. This was the inevitable path since ChatGPT 3.5. The genie was let out of the bottle years ago. It can't be put back in. Many models are open source, with a lot of cutting edge innovations coming from the open source community. This call for legislative intervention NOW is naive and only increases the risk posed by AI advancement because not only is there the danger that AI will be uncontrollable, but you have the added concern that it IS controllable, but a hostile foreign country country controls it.
