The Operational Design Domain (ODD). is the specific set of conditions under which an autonomous system is designed to function. It acts as the "boundaries" of the system's capabilities.
You cannot slap a label on something you like and say it is "fully autonomous" and "Level 5". "See Rio tinto has achieved fully autonomy for decades you idiots, why cant you do it?"
