Not stealing, just learning from it. Yes, it is downloaded and put into the program (possibly), but it's like someone looking at your art, learning from it, then drawing in that style or whatever.
AI art will never surpass art made by humans, but it definitely has capabilities that are seriously cool looking! Or horrible looking, which is too common, lmao.
Edit - A great compromise would be asking for an artist's permission.
