No, the cyclist was invisible until 0.83 seconds before the crash, human reaction time (event -> full breakage) is about 2.3 seconds. Even with instant reactions, say from a tesla autopilot system, the car still would have travelled about 30 metres until it fully stopped. It would have still been fatal if the brakes were instantly applied.
