From a tech point of view, such an incident clearly shows that relying solely on camera footage is not a good idea for autonomous driving – what Elon has been championing. LiDAR would be able to solve such cases. Flashing lights is effectively blinding the eyes of the car, other solution would be to just slow down the car when it's dark and there is a bright light in front which reduces visibility. A probabilistic model could be used to help decide whether to slow down or not.
