No, the're not - but still they claim to be (and murder a lot of people and trust in the process).
The key problem so far isen't decision making but seeing and understanding the enviroment. And even there are sophisticated Lidars around, the system still can be fooled by false reflections. misidentificate shapes or even other cars blinding the lidar with ther own sensors. So this might work with one self-driving car (on a lucky day), but naturally crashes completley with more SD-cars on teh street until we get other, mrore sophisticated and, subsequently, more expensive sensors.
