I'm sorry but your whole premise about robots not feeling pain without it being programmed and your point that we somehow intrinsically feel this pain is incorrect.
Pain is just electrical signals travelling via nerves to the brain. Pain is a construct of consciousness. It is what a conscious being interprets from certain types of biofeedback.
If having the taste of ice cream in your mouth would stop animals from doing things that were bad for them, then maybe burning your hand on the stove would be like opening a tub of Ben & Jerry's. But of course, if that was the case, then everyone would voluntarily put their bodies in harmful situations for the sensation, which is the exact opposite effect of what is trying to be achieved.
By definition, pain is the antithesis of enjoyment or benefit. It is how a conscious being interprets "bad, don't do, at all costs avoid".
If a robot did become conscious (whatever that actually means), there is no reason to assume that it wouldn't interpret certain sensory information as unpleasant to some degree.
I was about to add that this would be core to its ability to make beneficial selections and obtaining positive outcomes when exercising freedom of choice, but then I realised the whole concept of free will is a big can of worms. As is consciousness. Both illusions IMHO.
