Never mind a pen and paper being cheaper than AI, you can literally just grab anything you find outside and make art with it.
Make sculptures and decorations from rocks or old cans, draw with the end of a burnt stick, make a mosaic from glass shards, flower pressing, tree rubbings. The only limit to what you can create is your own imagination.
Art is literally free to make, if you made it, put time and care into it, it's art.
