There is a preliminary report from NTSB for the accident. The bicycle and the rider did no have any reflectors on the side. The car did detect pedestrian using LIDAR, RADAR and camera. All 3 possible systems independently seen it. Car system did recognized it as bicycle few seconds before hit, but did not do anything (like slow down) or alert a driver. At 1.3 s before impact car system decided that the emergency breaking is required immediately to avoid impact. But Uber disabled triggering emergency breaking or alerting (they have the silly excuse of the fact that it was triggering to often, false positive, in test drives, aka their software is shitty at the moment) , and nothing was relayed to the driver either. If the emergency breaking would trigger at 1.25s, it would slow down the car from 43 mph to 22 mph, which is 4 times less impact energy, that would make this crash non fatal most likely. The driver is also at fault, because according to the instructions (not sure if they are legal tho), driver were supposed to monitor the road and be attentive, but also monitor self driving system screen, which is on the side, which requires the driver to move eyes off the road! Pedestrian with bicycle is also at fault, because it was not supposed to be there (I am assuming that tho - it doesn't appear to be a pedestrian crossing, but I do see some sidewalks that ends on the road on the map, ) . But the car was capable to detect, detected and was able to eliminate impact or reduce it significantly, but it didn't. Poor system. Uber was rushing this to market, without proper precautions and testing properly. We will see what NTSB and police decides about this accident.
