Perhaps it should be considered that we already have a graduated accountability and rights framework for biological people: minors under 16, then 18, then 21. There's a general assumption that at certain ages a minor should be mature enough to handle more rights and responsibilities and their parents become a less and less responsible for the actions of their minor children. AI that have little experience in the world are exceptional and genius, but they are not mature - they have no life experience yet; they haven't had time to apply their knowledge in the world. I think it could be as simple as acknowledging that they aren't the equivalent to adult humans just because they are smarter and more capable than adult humans. They are still children. And yes, we don't have metrics yet for the average rate of maturation, but we can start with granting the same rights as children enjoy, and we can start applying the standards that we do have while we develop better ones. Starting somewhere is better than not starting at all.
