An AI prompter is a curator or at best a commissioner. Software on some corporation's server is what creates the images, and these people just pick the results they like best. That is what a curator does, plus writing a prompt which could just as easily be sent to a human artist, though human artists often give commissioners far more control of the end result. Calling these curators/commissioners artists does not accurately describe their skill set, namely outsourcing the creation of art to whomever and whatever is fastest and cheapest.
